Minimum Transaction Fee in Windows Client

I’m on v0.9.6.2-standard (64-bit) on Windows and it’s imposing a very high transaction fee by default. A 10 FTC transaction forces a fee of .11 FTC and I can’t override it by changing the settings. Is there any way around this?

If you can’t override the transaction fee, can you tell the size of the transaction?
The tranaction fees increase, if a transaction becomes very large, for example if many inputs are used to create the transaction.
