What is OP\_RETURN?

Seems like Counterparty Protocol and others are using it so info can be pruned. Would there be a way to choose? Like if a FLUX exchange is agreed to be finished it can fall off the chain after 120 (destroy confirms). Does Link need it? Some people mentioned it on the Reddit thread also.
