        setx GPU_MAX_ALLOC_PERCENT 100
        setx GPU_USE_SYNC_OBJECTS 1
        cgminer.exe --neoscrypt --no-submit-stale -o stratum+tcp://coinotron.com:3337 -u Notputtingthis -p notputtingthis
        -I 20 -g 1 -w 512 --auto-fan --temp-target=85 --temp-overheat 92 --thread-concurrency 32765 --lookup-gap 2 --expiry 1 -s 1

Those are way too high of settings for neoscrypt, cut all that out other than clock speeds and try these 4 and use the best that works for you

          -g 1 -w 64 -I 16
          -g 1 -w 64 -I 15
          -g 1 -w 128 -I 16
          -g 1 -w 128 -I 15

also tinker with settings a bit more if you have time, sometimes you can get lucky

Once I start it, it simply starts putting the intensity down to 8

Okay so I decided to switch to NSGminer and my hashrate is above 200 (270 khs) but still I feel as if others are still getting higher hasrates then me here are my NSGminer settings
                nsgminer.exe --neoscrypt -g 1 -w 128 -I 16 --gpu-engine 1000 --gpu-memclock 1500
                -o stratum+tcp://coinotron.com:3337
                -O Notputting -p Notputting

My R7-370’s (re-branded R9-270) get 275KH/s, o/c’d to max (1150/1500), nsgminer intensity @ 13. You should be able to get a little better than that on an R9-390 (re-branded R9-290).

What driver version are you running and on which windows? The latest 16.x crimson drivers generally don’t do as well as 15.2 for other algo’s I’ve run. I’m running 15.2 on win7, and also some nvidia cards on win7 because of driver issues on win10 (WDDM sucks worse, essentially).
